Service charges collected from credit card-holders on overdue payments – liable to Service Tax?

Though it is clear that no Service Tax is payable on interest on loans, there is a doubt regarding the service charges collected by banks from Credit card holders for overdue payments. Is it interest on loan and covered under the above situation? Or is Service Tax payable? Do send in your opinion and we will come out with an answer soon.
