Baggage Rules amended - Chakan-da-bagh

As per the Baggage Rules, people coming to India through certain land routes are allowed duty free baggage up to the value of Rs. 6000/-. Chakan-da-bagh is the point at the line of control between Indian Kashmir and Pak Occupied Kashmir. Recently a bus service was started between Poonch, in Indian Kashmir, and Rawalkot in Pakistani Kashmir. Passengers are to alight at the Chakan-da-bagh post for immigration and Customs check. Now Chakan-da-bagh is also included as a land customs route for baggage rules. The bus was inaugurated on 23rd June and this notification is given on 30th June. What happened during the one week? Authorised smuggling?
