Missing IRS Officers Treated as Resigned

MORE than four years ago in 13.04.2011, I reported that CBEC has circulated a list of 27 IRS(C&CE) officers who have been unauthorisedly absent from duty for a long time. It has not been possible to take necessary action against these officers for want of their present address(es). The list contains, inter-alia, the last known posting of these officers. The list was obviously wrong as I met one of the ‘missing' officers in her office a few days later.
Last year, the CBEC circulated a list of 19 missing IRS officers ( 01.07.2014). Maybe they found 8 of those missing offices in the three years.
Yesterday the Board sent a letter to all the Chief Commissioners that 14 IRS officers are unauthorizedly absent from duty for a long time. So, maybe they found five more missing IRS officers. The date of birth of one of the missing officers is 16.12.1954. He would have retired on 31.12.2014; what is the use of finding him now?
Board wants the Chief Commissioners to provide information on the missing officers by 9th October.
In these days of satellite communication, is it difficult to find people? Normally missing Government officers are either abroad or hiding in India. It shouldn't be difficult to trace them and if you really don't want them, just leave them alone and treat them as dismissed from service after a due notice in the newspapers.
Now the Board has finally decided to treat these absconding officers as having resigned from service.
The officers are:
1. Meenu G Krishnan - IRS 1980, Joint Commissioner absconding from duty unauthorizedly since 01.08.2003.
2. Rajesh Kumar Jha - IRS 1993, Joint Commissioner absconding from duty unauthorizedly since 20.10.2006.
3. N K Prasada - IRS 1989, Deputy Commissioner absconding from duty unauthorizedly since 01.12.2000.
4. Rajyashri S. Waghray - IRS 1990, Deputy Commissioner absconding from duty unauthorizedly since 11.07.2001.
5. Bujimalla Venkata Ramesh - IRS 1994, Deputy Commissioner absconding from duty unauthorizedly since 09.08.2005.
6. Ankur Agarwal - IRS 1995, Deputy Commissioner absconding from duty unauthorizedly since 06.04.2007.
7. D.K. Dhawan - IRS 1995, Deputy Commissioner absconding from duty unauthorizedly since 24.06.2000.
8. Smita Rawat - IRS 1994, Assistant Commissioner absconding from duty unauthorizedly since 29.06.1997.
9. M. Sriramurthy- IRS 2003, Assistant Commissioner absconding from duty unauthorizedly since 12.04.2009.
10. S.V. Srivatsa Kumar - IRS 2005, Assistant Commissioner absconding from duty unauthorizedly since 05.02.2007.
11. Sandeep Ahuja- IRS 1991, Additional Commissioner absconding from duty unauthorizedly since 12.09.2007.
It seems that in spite of several attempts to contact these delinquent officers, there was no response from them.
The President of India has given his consent to treat continuous absence of these officers as deemed resignation from the Indian Revenue Service with effect from the respective date when each of them went missing.
They are not entitled for any retirement benefits. Obviously, they are not bothered about these benefits. But should somebody who has absconded be let off like this?
