Who said that Department is not properly represented in CESTAT?

It is often the grouse of the department that the interest of the department is not properly represented in CESTAT. It is also widely felt that the SDRs posted in CESTAT benches are not properly equipped to handle the effective arguments put forth by the opposite side and often they lack in infrastructure.
