ITC(HS) classification of Exportand Import Items, 2004-2009 - Appendix 3 of Schedule 2 amended

Schedule 2 of the ITC (HS) classification contains the export policy and Appendix 3 contains list of Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET). This list has been amended by DGFT Notification 27(RE-2007)/2004-2009, Dated: September 7, 2007. But the Notification was made available only on Monday and nearly 70% of the content was junk and was made good only yesterday. Why such important amendments are not published immediately? What will happen if the goods exported from 7^th September to 19^th September attracted some new conditions which the exporters failed to fulfill?
