Import of reconditioned components of computers – policy condition deleted

AS per Schedule-I of the ITC (HS) Classification of Export and Import Items, 2004-09 , for exim code 847330 - Parts and accessories of the machines of heading 8471, the policy condition is - Import of reconditioned components of computers is free.

Now this policy condition is deleted. Does it mean that import of reconditioned computer components require a licence?
