TIOL’sXCuSe – excisable?

It seems there was an incorrigible litigant who would file a case at the drop of a hat. Over a period of time he filed so many cases that it became a world record and then one day he filed a case against the publishers of the Guinness Book of World Records for not including his name in the book.
