West zone does not have enough non sensitive posts to accommodate all ODI officers
Good news for those in the highly lucrative commercial activity also known as transfer and posting. A citizen in Mumbai had asked the ADG, Vigilance the names of officers in the agreed list who are posted to sensitive posts. The information asked by him included
1. Details of officers with ranks and postings under cloud/agreed list
2. Nature of offences committed by them.
3. Action taken by DG, Vigilance and Commissioners
4. How many of these officers are posted in sensitive postings?
5. If agreed list officers are posted in sensitive postings, why?
As can be easily predicted, the ADG refused to divulge the information but on appeal, the DG directed the ADG to furnish information for points 4 and 5 above.
5 Group A and 31 Group B officers in the agreed list have been given sensitive postings in 2005. But why? They have their reasons:-
1. Shortage of officers
2. Number of sensitive charges exceeds the number of non sensitive ones.
How sad; they are running short of non sensitive posts that all the ‘agreed list’ officers cannot be accommodated and so they are forced to and much against their wish appoint some of the ODI officers in sensitive posts, but of course senior officers are keeping a watch on the extra curricular activities of these officers! Last year in a seminar, a senior officer suggested to the CVC that just like they have a list of “Officers of Doubtful Integrity”, they should have a list of “officers of doubtless integrity” The CVC replied that as a rule officers are considered to be of good integrity and ODI is only an exception. West Zone is an exception where they don’t have too many non sensitive posts. Westward Ho!
