Combat Aircraft – exemption extended</font></b></font></p>

Notification No. 39/96 – cus, Machinery, equipment, instruments, components,
spares, tools, accessories, computer software, mock ups and models, raw materials
and consumables required for the purposes of Light Combat Aircraft Programme
(LCAP) of the Ministry of Defence. This notification was to expire on 1<sup>st</sup>
July 2006. Now this is extended up to 28<sup>th</sup> March 2010. Why 28<sup>th</sup>?

academies they teach officers the art of gathering intelligence – the overt
way and the covert way. Now some of the techniques are being put to practice.
It seems in Mumbai Service Tax department, two inspectors are assigned a rather
strange job. Their duty is to watch TV and come up with a list of brand ambassadors.
The Department is planning to make a list of all brand ambassadors and circulate
it all over the country. </font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">While the
idea is great, it seems the department need not take the trouble of making a
couple of inspectors go through the agony of watching TV for eight hours. The
information is readily available with AdEx of TAM Media ResearchIndia, a TV
ratings company. </font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Is TV watching
fun job for the inspectors?</font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">When televisions
were first installed in jails, a released convict was asked by a journalist,
“Did you enjoy the television in the jail?” “I thought it was part of the punishment”
was the terse reply. </font></p>

Minister Shri P. Chidambaram ruled out any possibility of accepting ‘Tied Aid’
or any external aid with binding conditions. He was addressing the Consultative
Committee Meeting attached to his Ministry, here today. Opening the discussion
on “Externally Aided Projects: Policy and Programme”, the Finance Minister said
that the external assistance has played a major role in the development process
in India. It has been a significant source for financing major infrastructure
projects, projects in the social sector and building up institutional capacity.
There are 434 ongoing externally assisted projects out of which 226 are being
implemented in the State Sector and the balance are Multi-State/Central Sector
projects.</font></p>

day one of my friends has asked me how many Crores is equivalent to 100
billion dollars. I couldn’t reply immediately. After few minutes, I gave
answer, but even then I am not sure of my reply. Few people may have immediate
answer, but like me, many may take few seconds to reply. Especially people
who are above forty find this difficult. Many of these people had their
mathematics in Crores, lakhs and thousands – a British system. But now,
everybody in the world uses Metric system.</font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Now,
time has come for India to align itself with the world and start measuring
their currency in Metric system. To start with, Government should introduce
new system right from school education. All of us are aware, we read tables
in the language we learnt them. While I am comfortable in recollecting
the tables in my mother tongue i.e. in Telugu, my daughter recollects
in English. Same thing goes with other mathematical knowledge.</font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">This
will help even the government machinery in preparing their estimates for
international financial institutions and other investment institutions
that are financing and investing in India. Further, countries in the world
will have better understanding about India and its financial management.
There may be many advantages, which we may not conceive today. </font></p>
<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">May
be a small step but it’s time we conceal the Crores and bring out the
