vehicles for Customs and excise office(r)s</font></b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Under the scheme for utilization of 1 % of the incremental
revenue towards enhancement of organizational efficiency and infrastructure of
the field formations under the Central Board of Excise & Customs, the
competent authority has sanctioned hiring of one vehicle for the
Commissionerate Hqrs (Total 133) and one vehicle each
for the Division (total 460), i,e., total 593
vehicles. In Government, nothing comes without a tag; these are the
conditions:-</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">1. The
vehicles may be hired w.e.f. 01.04.2007 or
afterwards; </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">2. Vehicle
used by officers of the grade of Commissioner and above - 30/31 day of hiring
subject to maximum of 2500 kms in a month. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">3.
Vehicle
used by other officers & for other purposes - 20-25 days subject to a
maximum of 2000 km in a month;</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">4. The
record of the journey undertaken for official purpose may be maintained in line
with the log book system for the departmental vehicle;</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif"><b>5. Only non-air conditioned
vehicles may be hired; </b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">6. Utmost
economy in Government expenditure should be ensured </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">7. Hiring
may be done on the basis of the lowest quotation received by the
Commissionerate and cost ceiling of Rs.25,000/-
per month, per vehicle exclusive of Service Tax. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">8.
The
recurring expenditure involved in the hiring of vehicles will be met from the
Sanctioned Budget Grant under Office Expenses (Motor Vehicles) of the
Commissionerate for 2007-08. Additional funds required for this purpose may be
obtained from IFU (B&A)
separately. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">While the Government is generous in granting a
hired vehicle for all the divisions and an additional vehicle for the
Commissionerate, they have put in a spanner that only non air conditioned
vehicles have to be hired. Why? There is some rule
framed in the days of the Raj that only Secretaries
to the Government are entitled to AC vehicles. But today it is so very
difficult to get non- air conditioned cars. And in any
case you can get a nice Tata Indica air-conditioned
car for Rs. 14,000/- a month. And the ceiling is Rs. 25,000/-. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">So now what is going to happen? They are all
going to hire air-conditioned cars and show them as non air-conditioned and
they are all going to be offenders for having flouted the government instructions.
Any way they are all going to hire air conditioned cars. Why don’t you allow it
officially? <b>It is absolutely
necessary that our babus are kept cool! </b></font></p>

<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">3. 80 GB HDD; </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">4. DVD Write; </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">5. Blue tooth
enabled; </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">6. 15 inch
Display; </font></p>

enabled. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o Costof one Laptop should not exceed Rs. 60,000/-. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o There may be no objection if higher configuration Laptop
is procured by field units subject to cost ceiling of Rs.60,000/-.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o The expenditure of procurement will be met from the budget
allocations under <b>"Information Technology" provided in 2007 - </b>08.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o Additional funds from out of the incentive provision made
will be allocated to each Commissionerate. Post warranty maintenance
expenses/repair/up gradation will be borne on the regular budget.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o The Commissioner in-charge of the
Commissionerate/Directorate and Director General In-charge of the Directorate
as the case may be shall decide the allocation of Laptops.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o The officer, who is given the Lap-Top, will personally be
responsible for the safety and security of the Lap-Top which will remain
Government property and will need to be surrendered at the time of handling
over the charge.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">o
In case of loss, the loss will be recovered from the
officer based on the book value of the Lap-Top. The officer concerned (what a beautiful usage! It’s not the concerned officer!
English is still not dead in North Block!)will
be at liberty to have the Lap-Top insured at his personal cost.</font></p>

<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">The government has decided to reimburse mobile phone bills
to the Revenue officers.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">(a) The
officers to be authorized reimbursement will be selected on the basis of their
operational requirements and priority will be given to each important Division
and the authorization will be issued by the Commissioners/Director General as
the case may be. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">(b) No
instruments/handsets will be provided by the office. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">(c) Officers
who are given the entitlement to claim reimbursement under the Scheme are
expected to use their personal mobile phone sets and will bear expenses on
maintenance/repair of their handsets. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">(d) Officers
are at liberty to choose the service provider and avail any options for payment
within the maximum monetary ceiling. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">(e) The
call charges will be reimbursed within the prescribed ceiling of Rs.500/- per month excluding taxes on submission of
bill/receipt by the concerned officer. </font></p>

non airconditioned car, will record your statement in
his laptop and may even call you from his mobile paid for by the government. Great going, governance!</font></p>

commissioners and their equally pampered Divisional officers are prominent.
Nobody has thought of providing a cell phone or a laptop or a car to the poor
Departmental Representatives who slog it out in the Tribunal arguing their
lungs out for thousands of Crores of Government Revenue. <st1:Street w:st="on"><st1:address
w:st="on">A DR</st1:address></st1:Street> has to carry huge bundles of case
files in a public city bus and has no access to a proper computer or software
like ExCus or TIOL’s XCuSE
and has to use his personal mobile at his own cost if he has to make a call.
This shows how much importance the Revenue gives for defending its own huge
cases! </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">What will the poor DR feel when he finds his colleague,
the divisional Assistant Commissioner making a call from his mobile at
government expenditure, while traveling in a government paid taxi ( assumed to
be non airconditioned) browsing the latest in his
government provided laptop? Why should he win that case for the government?</font></p>
<p align=center><font color="#006600" size="2" face="Verdana, Arial, Helvetica, sans-serif"><b>Avian
Flu – Customs Alert</b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">CBEC informs that there is an outbreak of Avian Influenza
in <st1:place w:st="on"><st1:country-region w:st="on">Bangladesh</st1:country-region></st1:place>.
The official report indicates that Avian Influenza (Avian Flu) has spread
rapidly in areas in and around <st1:place w:st="on">Dhaka</st1:place>. Chicken
from poultry farms in northern suburbs of <st1:place w:st="on">Dhaka</st1:place>, have been found
to be infected. Avian Influenza was reported in <st1:country-region w:st="on">Myanmar</st1:country-region>
in February, 2007 and the World Organization for
Animal Health (OIE) is showing <st1:country-region
w:st="on"><st1:place w:st="on">Myanmar</st1:place></st1:country-region> as one
of the locations affected by Avian Influenza in Animals (Type H5) as on date in
their daily update on Avian Influenza in Animals.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">So immediate action is required to be taken to prevent
further spread of Avian Influenza into <st1:place w:st="on"><st1:country-region
w:st="on">India</st1:country-region></st1:place>. So the Board directs that </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">1. Immediately alert all concerned
about the fact of outbreak of Avian Influenza, so that NO consignment is
cleared without proper clearance of Quarantine authorities.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">2. Import of any livestock /
livestock product should be kept in separate identified place till its final
clearance.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">3. In case of detection of any Avian
Influenza consignment, the same should be immediately reported to Board.</font></p>

Potassium Permanganate falling under tariff heading 2841 61 00 of the First Schedule
to the Customs tariff Act 1975, originating in, or exported from, the <st1:PlaceName
w:st="on">Peoples</st1:PlaceName> <st1:PlaceType w:st="on">Republic</st1:PlaceType>
of <st1:place w:st="on"><st1:country-region w:st="on">China</st1:country-region></st1:place>,
was first imposed vide notification No. 113/2001 dated 1<sup>st </sup>November
2001. This was superseded by Notification No. 85/2003-Customs dated the 27<sup>th</sup>May, 2003 which was subsequently superseded by
Notification No. 82/2005-Customs dated the 14<sup>th</sup> September, 2005. The
anti dumping duty has been extended up to the 11<sup>th</sup> March, 2007 <i>vide </i>notification
No. 26/2006 -Customs dated the 10<sup>th</sup> March 2006. And this also
expired on 10.03.2007; but now the Government has re-imposed the duty for a
further period of five years from March 29<sup>th</sup> 2007. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">But why was there no anti
dumping duty during the period from 11.3.2007 to 28.3.2007? Somebody forgot to
renew the notification! This is Government!</font></p>

Excellence in Public Administration for the year 2005-06 are being awarded to
Mr. Rajeev Chawla, IAS, Secretary, Government of Karnataka
and Mr. R.S. Pandey, IAS
Secretary, Ministry of Steel (Former Chief Secretary of Nagaland).</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Chawla receives the award for implementing “Bhoomi”, a computerized land records system for
delivery, updating and safe storing of land records in Karnataka. Bhoomi enables citizens to access their land records easily
and ensures transparency in the management of these records. On line access and
creation of electronic database of land records has obliterated the need for
manual rewriting and updating of land records.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Pandey has won the award for his
initiative in enabling participation of the user community in the management of
public institutions and services in the State of <st1:State w:st="on"><st1:place
w:st="on">Nagaland</st1:place></st1:State> as Chief Secretary of Nagaland.
Pandey conceptualized and implemented the programme
to involve user communities in fields like education, health
and power. The increased attendance and enrolment at schools, improved
availability of doctors and increase in treatment of patients and improved
collection of electricity revenues as well as reduced power theft testified to
the efficacy of the initiatives taken.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Prime Minister Dr. Manmohan Singh announced the institution of the Prime
Minister’s Awards for excellence in Public Administration on Civil Services
Day, April 21st, 2006. These Awards will be given away on 21st April, 2007. </font></p>

Kaila is new CGA</b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">V. N. Kaila has taken over as new Controller General of
Accounts. Kaila belongs to the 1971 batch of the Indian Civil Accounts Service.
Before becoming CGA, he was holding the post of
Principal Chief Controller of Accounts, CBEC. He has also served as an Adviser
to the Finance Ministries of the Governments of Lesotho and Peoples' Democratic
Republic of Laos.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Controller General of Accounts is the principal Accounts
Adviser to the Government of India and is responsible for establishing and
maintaining a technically sound management accounting system. He prepares a critical
analysis of expenditures, revenues, borrowings and the deficit for the Finance
Minister every month. He also prepares annual Appropriation Accounts and Union
Finance Accounts for presentation to the Parliament. CGA
exercises the powers of the President under Article 150 of the Constitution and
Central Pension Accounting Office, the Chief Controller of Accounts and the Pay
and Accounts Offices of the Central Government perform their payment,
accounting and internal audit functions under his overall guidance. </font></p>
