People's Republic of China imposed vide Customs Notification. No.54/2006, dated
the 6 th June, 2006, is now confirmed with effect from from the date of the
original provisional imposition.</font></p>

under LTU</b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">The CBEC views
that all large taxpayer-EOUs should be under the control of LTUs. The EOUs situated
in locations other than in the port cites fall under administrative control
of Commissioner of Central Excise and would migrate to administrative control
of LTUs.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Similarly, large
taxpayer-EOUs situated in port cities and falling under the administrative control
of the Commissioner of Customs will also be transferred to LTUs. This will apply
to the large taxpayer-EOUs in Bangalore as well.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">In respect of these
large taxpayer-EOUs, specific function requiring physical presence of the officers
for the purposes as warehousing, sealing or any other work as assigned by LTUs
will be dealt with by the Commissioner of Customs or Central Excise, as the
case may be, who has concurrent jurisdiction over these large taxpayer-EOUs.</font></p>

budgets – that was Gladstone but that was by combining his job as Prime Minister.
And that should not be a precedent, said Brown, who is to move into 10, Downing
Street shortly. Mr. Brown thanked his bureaucrats as comrades in a wry humour
when he is referred to as Stalin. </font></p>

the government had not only balanced current spending and revenues, but had
a surplus of £11billion - which meant that for the first time in four decades
Britain had met the “Golden Rule” of only borrowing to invest.</font></p>

rules amended - silently</b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">The
SEZ Rules have been amended, but the Commerce Ministry was more secretive
than the Finance Ministry. They could not be persuaded to part with the
Rules which should have been in the public domain. The government goes out
of its way to hide information from the public for a few days – and they
would not mind using all their bureaucratic power to deny that information
to the citizens - their masters. They can do this only for a few days! But
they still do it religiously and bureaucratically.</font></p>

deposit – waiver </b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">While pre deposit
is mandatory for appeals under many statutes, all of them provide power to the
Appellate Authorities to waive the pre deposit – except of course the Tamil
Nadu GST Act and the later version TNVAT. In spite of a recommendation from
the Tamil Nadu High Court to provide for waiver, the Tamil Nadu Law does not
provide any such relief and the Courts are helpless as the case we are reporting
today from Madras High Court would show.</font></p>
