– DA invites information</font></b></font></p>

dumping duty was imposed by Notification No. 89/2002 - Customs dated 03.09.2002.
</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Trimethoprim
is a bacteriostatic antibiotic mainly used in the prophylaxis and treatment
of urinary tract infections. It belongs to the class of chemotherapeutic agents
known as dihydrofolatereductase inhibitors. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">M/s. Inventaa
Chemicals Limited Hyderabad and Punjab Chemicals and Crop Protection Limited
Lalru, Punjab have filed an application substantiating the need for review of
the anti-dumping duty imposed on the subject goods originating in or exported
from China PR and have requested for continuation and enhancement of the anti-dumping
duty imposed on subject goods.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">And the
Designated has initiated an investigation for sun set review whether cessation
of antidumping duty on imports of Trimethoprim originating in or exported from
China PR is likely to lead to continuation or recurrence of dumping and injury
to domestic industry.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif"> The Authority
proposes to consider these companies, who constitute a major proportion in the
production of the subject goods in India, as domestic industry in accordance
with the Rules.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Any information
relating to the present review and any request for hearing should be sent in
writing to reach the Authority notlater than forty days from the date of publication
of this review notification.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Any interested
party may inspect the public file containing non-confidential version of the
evidence submitted by other interested parties. </font></p>

off line too. But it is going to be mandatory for those who have paid more than
one Crore rupees as duty in PLA last year. They have to file their returns only
electronically from February 2007 and those who paid more than fifty lakhs rupees,
it is mandatory from April 2007. Are they going to amend the laws?</font></p>

II commissioner had=s initiated several steps to assist the assessees in filing
e returns. </font></p>

centre is to be opened to give help to the trade in case of any doubts, clarifications

back FICCI conducted a survey – <b>Inspector Raj and Administrative Reforms
required for Indian Manufacturing </b>and came out with some startling findings.

On an average, a factory/establishment is subject to 37 inspections annually
by government functionaries.</font></p>

Some factories countenance as many as 67 inspections in a single year. </font></p>

Anywhere between 9 and 24 different inspectors (15 different officers, on
average), inspect a factory in a given year, with the maximum number of visits
in a single year being those of the Environment Officer, State Pollution Control
Board officials, and Labour Officer. </font></p>

ASSOCHAM survey is reported to have found that the number of inspections have
gone up to 40.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Some of
these inspectors are vested with wide ranging powers, including order of imprisonment
(which ranges anywhere between 6 months and 7 years), sealing the unit, and
stopping the operations of a unit. Other powers comprise imposing a penalty
(which could be up-to Rs 1 lakh), disconnecting water and electricity supply,
filing a case in the court of law, and denying renewal or canceling the operating
license. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">It’s
a miracle that the Indian business man is able to do any business at all
with so many government departments swarming all over him every minute. The
FICCI survey has left out several other departments which may not be conducting
regular inspections, but with which the businessmen will have to deal. Then
of course there are the politicians, from local level to the national level,
goondas, terrorists and trade unions to intimidate the businessmen. Yet he
survives! We see only the survivors, we do not hear about the failure, the
miserable, the victim, the lost businessman. On many occasions, all that
it needs to kill a factory is a Central Excise raid and many factories have
died like that. </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">In their
over anxiety to enforce the government laws, may be the officers are killing
the goose that lays golden eggs for the government, and the government pays
them for that! </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Today the
Prime Minister is to inaugurate the 79<sup>th</sup> Annual General Meeting of
the FICCI; May be he will have something to say about the Inspector Raj.</font></p>

year old man convicted for smuggling – after 43 years</font></b></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">He is all
of 84 years. He came to the Court, carried in a stretcher. He was charged with
smuggling watches from Hong Kong in 1963, a good 43 years ago. And he was regularly
appearing before the Court for the last 34 years. His case could not be effectively
dealt with as all the documents were hand written and had become illegible owing
to the passage of time.</font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">What can
the court do? </font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">It asked
him to plead guilty, which he promptly did after wasting 34 years of his life.
The court took compassion on his failing health and the fact that he was regular
to the court for 34 years and sentenced him to imprisonment for a few hours
till rising of the court, according to a PTI report recently.</font></p>
