<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Goods
can be cleared to a warehouse in certain specified places for onward export
from there. Board specifies the cities/places where these export warehouses
can be set up. Now Ankleshwar is added to the list. The places where the warehouses
can be set up are Ahmedabad, Bangalore, Kolkata, Chennai, Delhi, Hyderabad,
Jaipur, Ludhiana, Mumbai, the districts of Pune and Raigad in the state of Maharashtra,
the district of East Midnapore in the state of West Bengal, the district of
Indore in the state of Madhya Pradesh and the taluka Ankleshwar in the district
of Bharuch in the state of Gujarat. Why the restrictions on the places where
the warehouses can be established and why are important ports like <st1:City w:st="on">Mangalore,
<st1:State
w:st="on">Cochin and <st1:City w:st="on"><st1:place w:st="on">Visakhapatnam not
included in the list? Why can’t every port/ICD be included?</font></p>

per Board Circular No. 16/2004 – cus <i>“it is hereby clarified that in all
cases of short levy or evasion of either Customs or Central Excise duties, or
both, it is the Commissioner of Customs or Central Excise, as a case may be,
who has administrative control over the EOU/EHTP/STP/SEZ Unit, who will be the
proper officer for <b>investigation</b>, issue of show cause notice and adjudication.”

<p align="justify" ><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Now
Board wants to modify the circular to delete <b>investigation. </b>This does
not mean that there will be no investigation; what the Board wants is that investigation
power/responsibility need not be confined to the jurisdictional commissioner.
Now investigation can be done by the office which booked/detected the case but
after investigation, documents along with the draft Show Cause Notice has to
be forwarded to the jurisdictional Commissioner. And Board has given a draft
circular for the comments of the citizens. Board places very important issues
before the public though some insignificant matters are either not communicated
or issued as circulars without asking for public comments.</font></p>

is useful to view the current issue of global imbalance in a broader perspective.
Global integration has provided immense benefits to Asian economies and in a
process served the global economy well. Some examples in this context could
be given. For instance, <st1:country-region w:st="on"><st1:place
w:st="on">China</st1:country-region> has benefited from global integration but
it has also contributed in containing inflation. Again, <st1:country-region
w:st="on"><st1:place w:st="on">India</st1:country-region> has contributed by providing
services to the global economy at a highly competitive rate. <st1:country-region w:st="on"><st1:place w:st="on">India</st1:country-region>
has benefited in terms of receiving large remittances from non-resident Indians
staying abroad. We have to address the global imbalance in such a manner so
that the benefits of global integration continue in an uninterrupted fashion.
Clearly, <st1:place w:st="on">Asia has an important role to play in conjunction
with other countries in the process of unwinding of global imbalance.</font></p>

ports, power and urban utilities. In the rural areas, a major programme for
developing rural infrastructure known as Bharat Nirman has been launched. It
has taken India fourteen years to evolve from a poor and perhaps forgotten country
to a thriving and increasingly noticed emerging economy. I am confident that
it would take us much shorter than 14 years to join the league of developed
nations.</font></p>
