of tamper proof bottle seals on containerized cargo for Export- Board issues
draft circular</strong></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">
CBEC proposes to issue a circular regarding sealing of containers for export.<br>
<br>
In case of departmental supervision Board wants to clarify that<br>
<br>
• the tamper proof one time bottle sealing alone should be adopted as
it ensures safety and security of sealing process and avoid any resealing
at the point of export. Further it would reduce the need for examination at
port except in case of specific intelligence as these containers would not
be subject to routine examination.<br>
<br>
• In respect of one time bottle seals provided by the department, its
cost may be recovered from exporters/ manufacturers or their agents.<br>
<br>
• However, exporters/manufacturers need not be compelled to procure
such bottle seals only from the department as this would defeat the very purpose
of self-sealing facility and avoid delay.<br>
<br>
• It is also informed that in case of export of cargo by trucks/ other
means which can not be bottle sealed, same would be subject to normal examination
norms at gateway port.<br>
<br>
Board may not be aware that the bottle seals are not available with most of
the Central Excise offices. Why can't the Board get these seals made especially
for the department? The seal would hardly cost twenty rupees each. Is it worth
collecting from the exporters? As a facilitation measure why can't these seals
be supplied free?<br>
<br>
The Board's draft circular does not mention to whom the objections are to
be sent. May be they don't want any opinions.</font></p>

under the Chairmanship of Shri M. Veerappa Moily, was constituted in 31st
August 2005 to prepare a blueprint for revamping the public administration
system. The Commission is focusing on the following major areas:<br>

• Organisational structure of the Govt. of India.<br>
• Ethics in Governance.<br>
• Refurbishing of Personnel Administration.<br>
• Strengthening of Financial Management Systems.<br>
• Steps to ensure effective administration at the State level.<br>
• Steps to ensure effective District Administration.<br>
• Local Self-Government/Panchayati Raj Institutions.<br>
• Social Capital, Trust and participative service delivery.<br>
• Citizen Centric Administration.<br>
• Promoting e-governance.<br>
• Issues of Federal Polity.<br>
• Crisis Management.<br>
• Public Order<br>

The Commission is organizing workshops and inviting suggestions about the
above-mentioned areas. The Commission is likely to submit its first phase
of recommendations about Effective implementation of Right to Information
Act, Crisis Management, Public Order and Implementation of the National Rural
Employment Guarantee Scheme by March 2006. This second Administrative Reforms
Commission comprises of Shri V. Ramchandran, Dr. A.P. Mukerjee, Dr. A.H. Kalro,
Dr. Jayprakash Narayan and Smt. Vineeta Rai, Member-Secretary, besides the
Chairperson M. Veerappa Moily.</font></p>

Chidambaram, it is almost certain that he is on his way out. As rumoured he
may not go to to Home but may prefer the more fiscal oriented Commerce ministry
where he had proved his mettle earlier. In any case he along with Science
Minister Kapil Sibal constitute the PM's think tank on legal affairs. As the
Sangh pariwar gives way to the Singh pariwar, it is most likely that former
RBI Governor C. Rangarajan will succeed Chidambaram. After all he shares a
common experience with the Prime Minister - that of autographing currency
notes of the country. But there is a hitch. How to get him into Parliament?
Well, nominating him to the Rajya Sabha will be a good bet but can nominated
members be made ministers? Incidentally there is already a former RBI Governor
in Parliament. N. Ram of the Hindu is also likely to get into Rajya Sabha,
but the PM is not in urgent need of a journalist minister.</font></p>
