Anti dumping duty imposed on Vitamin C, originating in, or exported from, the
United States of America and Canada vide Notification No. 124/2003–CUSTOMS,
dated the 8th August, 2003 is discontinued and the notification is rescinded.</font></p>

to issue RCMC</font></strong></p>

3.12 of the HOP prescribes the authorities to issue ‘Registration-cum-
Membership Certificate’ (RCMC). Now this is amended to stipulate that
exporters of minor forest produce and their value added products shall obtain
RCMC from Shellac Export Promotion Council.</font></p>

MECHANISM UNDER COMPANIES ACT- panel submits report</font></strong></p>

<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">At
present, all offences committed under the Companies Act are required to be
prosecuted in trial Courts as criminal offences, even in respect of insignificant
and trivial matters. </font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">There
are about 45,000 cases pending in various Courts and about 2,000 cases are
added to the list every year. </font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">The
average period of disposal of cases is about 5 years and the average amount
of fine imposed per case comes to Rs.2, 247/-. </font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">As
a result, the disposal of the cases involving serious breaches of law, which
adversely impacted the interests of investors and other stakeholders, is delayed
considerably. </font></li>
</ul>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">In
this background, the Ministry of Company Affairs had constituted an Expert Group
in May 2005, to examine the issues relating to the streamlining of the prosecution
mechanism under the Companies Act, 1956 and to advise the Ministry and the panel
has submitted its report yesterday. Details of the recommendations are not available.</font></p>
<p align="center"><font color="#006633" size="2" face="Verdana, Arial, Helvetica, sans-serif"><strong>Technology
rules</strong></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">On
Monday 17th October DDT reported about a couple of Customs officers stealing
the cell phone of the US ambassador. How did they get caught? Technology of
course! The GPS program of Ambassador John Beyrle's cell phone helped him locate
his phone in the officer's pocket. He was on his way from Varna to Hungary when
his cell phone went missing while his hand luggage was being scanned by security
personnel. The high-tech device was equipped with GPS and all the ambassador
had to do was open up his laptop for him to find the precise position of his
phone inside the customs officer's pocket. The officer and his accomplice have
now been arrested. You simply can’t beat technology. </font></p>
<p align="center"><font color="#006633" size="2" face="Verdana, Arial, Helvetica, sans-serif"><strong>Street
Vendors provide valuable services to the urban population</strong></font></p>
<p align="justify"><font size="2" face="Verdana, Arial, Helvetica, sans-serif">Do
you think hawkers are a nuisance? They found an unexpected supporter in Union
Minister Selja. She says:-</font></p>

vending is not only the source of employment but also provides an affordable
service to majority of urban population</font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">the
role played by the hawkers in the economy as well as in the society needs
to be given its due credit</font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">the
hawkers are considered as unlawful entities and subjected to continuous harassment
by police and civic authorities despite the Supreme Court observation that
the small traders on the side walks can considerably add to the comfort and
convenience of the general public by making available articles of everyday
use at a lesser price</font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">Street
Vendors provide valuable services to the urban population while trying to
earn a livelihood and it is the duty of the State to protect the rights of
this segment of population the police and municipal authorities look at hawkers
as a nuisance, as encroacher and as a security risk.</font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">hawkers
often live in unhygienic condition in slums and has no proper residential
address nor identity which denies them access to formal sector finance and
hence resort to borrowing from private money lenders at very high rates of
interest</font></li>
<li><font size="2" face="Verdana, Arial, Helvetica, sans-serif" align="justify">
The centre has made a beginning towards giving hawkers a more dignified life
under National Policy on Urban Street Vendors</font></li>
</ul>
